(Is He [not best] who responds to the desperate one when he calls upon Him) Imam Al-Qurtubi, may Allah have mercy on him, said: «Allah the Almighty guaranteed to answer the desperate when he calls upon Him, and informed of that about Himself, and the reason for that is that the necessity to Him through supplication arises from sincerity, and cutting the heart from everything else, and sincerity has with Him, Glory be to Him, a position and responsibility, found from a believer or disbeliever, obedient or sinner» [Tafsir Al-Qurtubi (13/223)]
