"Or who answers the desperate when he calls upon Him" Imam Al-Qurtubi may Allah have mercy on him said: «Allah the Almighty guaranteed to answer the desperate when he calls upon Him, and informed of this about Himself, and the reason for that is that necessity to Him through seeking refuge arises from sincerity, and cutting off the heart from everything else, and sincerity has a position and covenant with Him the Exalted, found from a believer or disbeliever, obedient or immoral» [Tafsir Al-Qurtubi (13/223)]
