Some people are stingy about denouncing with their tongue despite their ability to do so and think that denouncing with the heart is sufficient. While the hadith says: (Whoever among you sees evil, let him change it with his hand, If he is not able, then with his tongue, If he is not able, then with his heart, and that is the weakest of faith) (Narrated by Muslim). Notice his saying, peace be upon him: (If he is not able) So it is not permissible to descend from one level to the next except when unable.
