Peace be upon you and mercy and blessings of Allah. The emotional zealots must understand why we discuss the declaration of the caliphate. If the declaration were to be followed by a confrontation that would shake the foundations of the international system and its puppet regimes in the region, we would not have bothered to state that what was established is not a caliphate, nor would we have diverted our attention from more pressing matters.
The lands of the Muslims are living in a state of humiliation, degradation, misery, and decline, and are subjected to the chaos of the disbelievers and the degradation of the Muslim's dignity. We have reached a depth that has no lower bottom. If someone were to occupy the global system and its puppets from enjoying the humiliation of the Muslim peoples, we would not hinder his path even if he were unjust. May our throats be cut before we use a single day to stabilize the thrones of tyrants under the pretext that they are better than others. Rather, we ask Allah for their annihilation on a day when neither the earth nor the sky will weep for them.
However, we speak about this declaration when it is built upon invalid results that do nothing but distance us from the desired victory. It is necessary to clarify the invalidity of the foundation upon which these branches and invalid results are built. We will mention two of these results that were announced explicitly or implied:
The dissolution of the existing groups and organizations on the fronts of jihad and forcing them to obey the one who is claimed to be the "Commander of the Faithful." This will be responded to by those who see it as a caliphate and rejected by those who know it is not. This means dividing the ranks in the jihadi arenas and weakening them with an invalid claim, rather than uniting the word as the infatuated with slogans imagine.
The dangerous application of prophetic texts out of context, such as: "Whoever comes to you while your affairs are all under one man who wants to divide your ranks or disperse your group, then kill him" (narrated by Muslim). The group here is the Ummah. In the authentic hadith, it is also stated: "Whoever goes out against my Ummah while they are all united, kill him, whoever he may be."
Some weak-minded individuals claim that the command of the Ummah has been united upon the one who claimed the caliphate and that it has been transferred to him in a legally sound manner. Then, they derive the legitimacy of killing those who divide the ranks from this. What is the definition of "dividing the ranks" in this case? It is left to the interpretation of each individual, and the green light is given to cut throats and extract what is inside without any dignity!
These are emotional and passionate outbursts that create a fertile environment for depraved practices. In the interpretation of some ignoramuses, whoever sees this group as misguided and wants to leave it is "dividing the ranks." If some individuals pledge allegiance in one region and others do not, those who refuse to pledge allegiance are "dividing the ranks." Even by publishing an article criticizing the caliphate, some began to threaten me with the hadith "kill him, whoever he may be," because, according to their sick understanding, I am dividing the ranks with my article!
These are complex issues: an issue in leaving the definition of "dividing the ranks" open and ordering killing based on it, built upon an issue in claiming the qualifications of the caliphate that only one who has attained a true caliphate in a legally sound manner deserves. How much more so when the declaration focuses on "the awakening" and "the apostates" with their very loose concepts as well?
If the discussion were limited to confronting the international system and its agents, we would not have spoken, and we would have said: Let the claimed caliphate take its chance, indeed, it is necessary to support it. However, the Western media circulates the word "caliphate" associated with the one who declared it, and seeks to attach the wrong practices to the concept of the caliphate itself, distorting it.
Those who believe today that a caliphate has been established will be disillusioned tomorrow if this model fails. They may not realize then that the failure was the result of an incorrect claim upon which continued unjust practices were built, distancing from the true caliphate. They may even shake their conviction in the caliphate itself and the concepts of Islamic law and governance.
Therefore, my brothers, the matter is religion, not emotions to be indulged. A "state" has been declared before, and the scholars remained silent, considering that this declaration raises morale and terrifies the enemy. But then it is built upon injustice to the near and gloating of the enemy.
What would be wrong with the declared group if it ruled by the law of Allah, sought justice in the lands it controlled, redressed grievances, and truly fought those who followed it from the disbelievers? What would be wrong with it if it left others to jihad and stand on the fronts and did not force them with what it has no right to force them with? What would be wrong with it if it struck the head of the snake and did not preoccupy itself with those it calls "the awakening" or "those who divide the ranks"? If it did so, it would help make the caliphate a reality for the Muslims.
This is the reason for discussing the topic. Otherwise, we are not concerned at all with thwarting any effort towards the honor of the Ummah, its empowerment, and fighting its enemy. Rather, we advise what we see as diverting from this goal to its opposite.
O Allah, unite the hearts of the Muslims and employ us in reviving a caliphate upon the prophetic method. Peace be upon you and mercy of Allah.
