Some people ask: If positive laws regulate people's lives and solve their problems, what is the benefit of the Sharia then? Does this imply that we should reform our worldly lives with positive laws and then reform our hereafter by applying the Sharia?
The Sharia came only for the reform of both this world and the hereafter. Is not the Creator of the Sharia - Glorified and Exalted be He - the All-Knowing of what His servants need in their worldly lives? "Does He not know, He who created? And He is the Most Subtle, the All-Aware." (Quran 67:14) Indeed, Allah the Exalted sent down the Sharia with mercy towards people, considering their weakness, and knowing that they cannot manage their lives without His guidance.
Allah the Exalted says after He has explained some rulings of the Sharia in Surah An-Nisa: "Allah intends for you ease and does not want to make things difficult for you. And so that you may complete the period and proclaim the greatness of Allah for that [to which] you have been guided, and perhaps you will be grateful." (Quran 2:185) "Allah wants to lighten the burden for you, for man was created weak." (Quran 4:28) That is, He sent down the Sharia knowing that man is weak, so He wanted to save him from the hardship and difficulty of positive laws, rulings, and human desires.
He says, Glorified and Exalted be He: "And know that among you is the Messenger of Allah. If he were to obey you in much of the matter, you would be in difficulty." (Quran 24:48) This speech is directed to the Companions, who were the purest of people in heart, the most sound in reason, and the least driven by desires. Yet, Allah informs them that if He were to leave His Prophet to obey them in their choices, they would be in difficulty, meaning that hardship and suffering would befall them in this world.
What then of positive laws made by people who have no purity of heart or strength, and who make laws only out of desire and personal interests? Do we want to reform the affairs of society with their laws? Then He said, Glorified and Exalted be He: "But Allah has endeared the faith to you and has made it pleasing in your hearts and has made despicable to you disbelief, defiance and disobedience." (Quran 49:7) And faith is nothing but the religion of Allah and His Sharia.
The claim that we should solve the problems of society before applying the Sharia is a belittlement of the value of the Sharia; for the Sharia was not sent down except to solve the problems of society and to reform the lives of people in this world and their hereafter.
