Features of the Civil State They Want for Syria

Brothers, what are the features of the civil state that the international community wants to impose on Syria? Politicians speak in polished phrases, the essence of which is that they want a civil state that guarantees freedom and dignity and includes various sects in governance. Of course, the freedom and dignity of the Syrian people did not matter to the international community during the past two years. Rather, the gist of their matter is a civil state that includes various sects, and more precisely: a sectarian state subordinate to the international system that prevents the establishment of an Islamic entity.

That is, it is necessary to maintain the largest possible number of the Nusayri sect in governance and control of the state's military and police institutions, and to inoculate them with sects that are ideologically hostile to the Sunni Muslims. This is within a recurring policy similar to what happened in Lebanon and Iraq in empowering Christians and Shiites, and similar to what Britain did before in India and Palestine.

This is not a conclusion nor a guess, brothers, but it is the gist of many cumulative statements that all point in this direction, which I gathered from a very valuable study by Dr. Akram Hijazi entitled "The Alternative," which is the twelfth episode of his series.

And we hear these statements now, I hope we understand what the international community means by the civil state, and that we remember that it wants to implement this plan by using Syrians who think that they can escape the snake even if they put it in their sleeve. And let us remember that the international community will not arm or support any party until it ensures that this support will lead to such a state. And let us remember that the international community will continue to support Bashar al-Assad until it is ensured that the alternative to him is the aforementioned civil state. We ask Allah, the Almighty, to turn their plot against them and support their Mujahideen fighters everywhere.

The Historical Context and International Intentions

First of all, brothers, we must remember that France helped in empowering the Nusayri regime in Syria. Bashar al-Jaafari, the Syrian regime's representative at the Security Council, said something that angered the French foreign minister, who said to him, "Since you mentioned the period of French occupation, it is my duty to remind you that the grandfather of your president, Assad, asked France not to leave Syria and not to grant it independence."

And what the Nusayri sect has provided in terms of services over the past years by oppressing the people of Syria and securing the borders of the Zionist entity is not hidden, so the international community will not easily abandon it.

Statements by International Leaders

Therefore, one of the first statements was the statement of the Jewish war minister, Ehud Barak, on May 17, 2012, to the American CNN network, which was reported by the "Al-Jazeera Monat" website, where Ehud Barak said: "A way must be found to change the regime in Syria, and the Yemeni way is preferable, that is, leaving Assad and his team to leave the country without dismantling the intelligence and the armed forces." Bashar al-Assad now has a very heavy blood burden that prevents him from staying, so the optimal solution for Ehud Barak is to get rid of Assad and some of his henchmen and keep the Nusayri control in Syria.

After a period of this statement by Ehud Barak, US Secretary of Defense Leon Panetta said in a television interview on July 31, 2012: "Maintaining stability in Syria will be important according to any plan that includes the departure of Assad from power, and the best way to achieve that is to keep the largest possible number of the army and police intact." This was later confirmed by US Secretary of State Hillary Clinton on August 12, 2012, when she said: "The Syrian people must lead the political transition process and preserve the integrity of their political institutions."

Then, after the announcement of the Syrian National Coalition, these statements intensified greatly. The US President, Barack Obama, said on November 14, 2012, about two weeks ago: "One of the issues we will continue to emphasize is ensuring that this opposition is moving towards a democratic and moderate Syria that includes all groups, that is, all sects."

And it is not about sidelining the Syrian President Bashar al-Assad. Glory be to God! Russia is now keen on the rights of sects and nationalities, and here Putin insists that the rights of these minorities, of course, such as Christians, Nusayris, and Druze, must be guaranteed before sidelining Assad and saving the vast majority of Sunni Muslims, for these have no value at all with Putin and his ilk, but what matters to them is handing over the country to the rule of minorities.

Then, the next day on November 16, 2012, William Hague, the British foreign minister, said in statements to the BBC channel, which were reported by the Al-Jazeera channel's website: "His country is studying officially recognizing this coalition as the sole legitimate representative of the Syrian people, but it is seeking to know the plans of this coalition for the political transition in Syria and who they intend to appoint and how the positions will be distributed."

Then, the next day on November 17, 2012, the French President, Francois Hollande, said: "The next government that the coalition will form must include all components of Syria, especially Christians and Alawites." The Turkish newspaper Hurriyet also mentioned that Syrian activists are receiving training from Western experts affiliated with international organizations within the framework of joint cooperation between America and England to find a real alternative to the Assad regime.

The Agreed-Upon Project

Therefore, brothers, this is the project that the international community, including America, Europe, and even Russia, has agreed upon. And this is the civil state they are talking about: a state that keeps the institution of the army and intelligence and inoculates the Nusayri sect with minorities such as Christians, Druze, Ismailis, and others, unlike what America did in Iraq, where it demolished all its institutions and then handed them over to the Shiites on a silver platter.

And it is clear that the international community wants to ensure this alternative in Syria before thinking about providing support to any party, and it is expected that it will remain supportive of Assad until this alternative is formed to prevent the establishment of a pure Islamic entity.

The Role of the Coalition and the Opposition

With the participation of the US Secretary of State, members of the new coalition, numerous delegations, and representatives of international organizations, according to the Moroccan Ministry of Foreign Affairs, the conference will focus particularly on finding ways to ensure the political transition, meaning building the civil state that they want, the sectarian one. This is the plan, then: guaranteeing the alternative before removing Bashar al-Assad.

Therefore, my brothers, when we reject the projects that come under the wing of the international community and its agents in the Arab world, we do not reject them merely because they want to take weapons from the enemies of the fighters, for this in itself is not objectionable to us. However, the problem is that the promised weapons come within the framework of carrying out a mission, and the parties promised have begun to give assurances to the international community that ultimately serve the international project and, if carried out, will actually contribute to its achievement.

Among these assurances is the election of George Sabri as head of the General Secretariat of the coalition, and the appointment of Sheikh al-Khatib to Manthar Makhus al-Nusayri as ambassador of the coalition in France. And what Al Jazeera channel reported on its website the day before yesterday about the spokesman for the coalition, Walid al-Bunni, that the opposition may accept the deployment of an international peacekeeping force if Assad relinquishes power first. Of course, this international force means an occupying force overseeing the formation of the new state in the way desired by the international community.

And previously, the National Covenant document issued by the opposition on 3/7/2012 at the Cairo Conference stated: "Any citizen has the right to hold all positions in the state, including the presidency, regardless of his religion or nationality, whether he is a man or a woman." It is expected that the coalition and the opposition, under Western sponsorship, will be morally and ethically drained over the coming days to present all the required concessions little by little. This is the price of the weapon that the international community will provide, if it does provide it, real steps on the path to empowering the sectarian state that is intended to be created.

Conclusion

We ask Allah the Almighty to turn the plots of the disbelievers against them, to guide the Muslims who have gone astray, and to support His fighting servants everywhere. Peace be upon you and the mercy of Allah.
